Yes and No as from your facebook page, you can replace or change the old video with new one without losing comments and likes but from Meta Business Suite or Creator Studio you can’t replace a video on facebook after uploading without losing comments and likes. So in meta business suite or creator studio, once a facebook video is uploaded, you can delete it or edit it but you can’t replace it with another video without losing comments and likes. During uploading, you can delete video or cancel upload but after uploading, you can’t replace it. After uploading, posting or publishing you can edit it i.e., you can change video title, description, tags and other settings.

So, from facebook page, you can replace or change facebook video without losing comments and likes or deleting your post but in meta business suite or creator studio, you can't do so. However, in both cases, your old facebook video url or link is deleted or removed.
